Job Title: Advocacy and Engagement Advisor – Nigeria Strengthening Civic Advocacy and Local Engagement

Project Overview and Role

  • Nigeria SCALE project is a USAID-funded 5-year project (Oct 08, 2020 – Oct 07, 2025), implemented by Palladium in collaboration with the local resource partners. The goal of the Nigeria SCALE project is to strengthen the financial, management and advocacy capacity of local civil society organizations (CSOs) and Business Membership Organizations (BMOs) in Nigeria to create a more accountable, transparent, peaceful, and democratic Nigeria with more effective and efficient public service delivery.
  • The SCALE Activity supports civil society organizations (CSOs) and business membership organizations (BMOs) across all of USAID/Nigeria’s programmatic sectors with a basket of managerial, business strengthening, and advocacy capacity-building interventions aimed at advancing Nigerian CSO sustainability combined with targeted grants to advance mutually agreed upon priorities. The activity is designed to enhance local civil society organizations’ ability to be positive and responsible change agents in Nigeria.
  • The Advocacy and Engagement Advisor provides leadership in capacity building and advocacy strengthening and oversees Component 2 of the SCALE project (enhance capacity for improved civil society organization advocacy, collaboration, and management). The Advocacy and Engagement Advisor is responsible for SCALE tools and high-quality deployment across the project team on all aspects of capacity development.
  • The Advocacy and Engagement Advisor works with team members to structure and deliver comprehensive advocacy and technical capacity building. The Advocacy and Engagement Advisor works directly with sub-awardees and grantees.

Required Qualifications

  • Master’s or Bachelor’s degree in International Affairs, Public Administration, Policy, Social Sciences, Law, Development Studies or related field.
  • At least seven (7) years of relevant experience in advocacy, capacity development of local organizations, civil society engagement; and policy reform in Nigeria.
  • Strong technical expertise in design and implementation of advocacy plans.
  • Prior experience of working with donor funded projects.
  • Experience of engaging and working with senior leadership in government, civil society, and private sector.
  • Experience in multi-sectoral coordination and networking with a diverse range of stakeholders.
  • Experience working in gender, vulnerable populations (including women and children) and/or human rights desired.
  • Demonstrated strategic ability, diplomacy, written and oral communication, and negotiation skills.
  • Good computer skills (Microsoft Office, email, internet)
  • Fluency in English and a local language.

 Primary Duties and Responsibilities

  • Collaborate with the SCALE project technical team and work closely with the CSOs/BMOs to identify priority topics for advocacy by the organizations.
  • Assist and mentor the resource partners’ Master Trainers to train CSOs and BMOs on advocacy, communication, and collaboration.
  • Assist the CSOs/BMOs to develop advocacy strategy and action plans for influencing selected priority topics of national importance.
  • Conduct analysis of the existing networks in specific clusters, including the clusters that advocate for gender equity, female empowerment, and youth engagement.
  • Based on the analysis, propose interventions to improve networking, coordination and collaborative advocacy between CSO-BMO and Government.
  • In collaboration with the resource partners, train key staff of the selected clusters on advocacy.
  • In collaboration with the resource partners, coach and mentor the CSOs/BMOs clusters as they implement their advocacy strategy and action plans.
  • Conduct a brief review of the existing strengths and weaknesses around citizen and civil society engagement with the Government.
  • Based on the findings in specific geographic areas, co-create an action plan with the resource partners, CSOs/BMOs and clusters and oversee/assist implementation of the plans for improving citizen engagement with the Government.
  • Ensure participation of CSOs representing and led by youth, women, Persons with Disability (PWD), and other marginalized and vulnerable populations in the citizen engagement activities through purposive selection of participants.
  • Provide monthly, quarterly, and annual reports and other reports as requested.
  • Draft success stories and project weekly highlights to reflect project achievements.

Job Title: Policy and Governance Reform Advisor – Nigeria Strengthening Civic Advocacy and Local Engagement

  • The Policy and Governance Reform Advisor provides technical leadership to strengthen policy, legal, and regulatory reform for CSOs and oversees Component 3 (Improve the Policy and Regulatory Enabling Environment for Civil Society).
  • The Policy and Governance Reform Advisor supports the design and implementation of activities and grants to improve the enabling environment for civil society and promote accountability and transparency.

Primary Duties and Responsibilities

  • Lead review of the regulatory frameworks affecting CSO/BMO’s operations, citizen participation, access to government data, and engagement in policy and governance processes to understand the relevant policies, barriers, and facilitators.
  • Assist CSOs/BMOs and clusters with their efforts to develop strategic interventions for influencing national policies.
  • In coordination with the relevant stakeholders, lead identification and design of select interventions from the “Strengthening Regulatory Frameworks for a More Accountable and Transparent Civil Society in Nigeria,” for implementation to promote and complement the ongoing efforts in strengthening an effective self-regulation framework for CSOs/BMOs.
  • In line with the assessment recommendations, in collaboration with the project technical staff and resource partners, work to design grant fund, including scope, milestones and M&E plan, for local CSOs as applicable;
  • In consultation with stakeholders, lead the design of an effective and efficient national CSOs/BMOs directory.
  • Develop a promotion and marketing plan and other incentive mechanisms to increase uptake of the directory by the CSOs/BMOs and develop a sustainability plan for the ongoing maintenance and utilization of the system.
  • Advise and monitor local organizations in implementation of the grant’s interventions.
  • Identify priority topics/issues around CSOs/BMOs regulatory environment, assist the CSOs/BMOs, and clusters and the government counterparts to conduct dialogue forms; and assist with follow-up of the action items from the dialogue forum meetings.
  • Lead the development of SCALE’s media strategy, with SMART objectives, in consultation with USAID, the resources partners and the Advisory Committee.
  • Lead assessment of the current/past platforms of Civil Society Management Information Systems and in consultation with the relevant stakeholders recommend a platform to build upon the previous systems and to respond to the current and ongoing needs of the CSOs/BMOs for information and capacity strengthening tools.
  • Develop an action plan for design of the platform as well as a sustainability plan to ensure self-sustainability of the platform.
  • Provide monthly, quarterly, annual reports and other reports as requested.
  • Draft success stories and project highlights to reflect project achievements.
  • Adhere strictly to the branding and marking policy of the project.

  • The Social Protection and Inclusion Advisor provides oversight, technical guidance, and expertise to activities related to strengthening the capacity of CSOs to address vulnerable populations’ needs, including countering trafficking in person (CTIP), curbing sexual and gender based violence (SGBV) and early, and forced marriage (EFM), and promoting inclusion of persons with disabilities.
  • The Social Protection and Inclusion Advisor works closely with sub-awardees and grantees to build their technical and relational capacity to holistically address vulnerable populations’ needs.
  • The Social Protection and Inclusion Advisor provides oversight to activities carried out by grantees under components 4 and 5 of the SCALE project.

Primary Duties and Responsibilities

  • Develop a project roadmap/action plan for achieving SCALE objectives related to CTIP, SGBV, EFM, and vulnerable populations.
  • In consultation with USAID and the Advisory Committee, finalize the resource partners for social protection and inclusion activities, including CTIP, SGBV, EFM, and persons with disabilities.
  • Design grant packages for CSOs to support capacity development, catalyze and sustain policy reforms, and improve service delivery across USAID priority sectors, with a focus on addressing vulnerable populations, including CTIP, SGBV, and EFM.
  • Oversee and monitor implementation of the awards to selected CSOs on vulnerable populations, CTIP, SGBV, and EFM.
  • Collaborate with project resource partners to strengthen the capacity of CSOs to conduct policy advocacy, improve service provision, enhance referral systems, and strengthen networking on issues related to CTIP, SGBV, EFM, and vulnerable populations.
  • Supervise the project trafficking specialists and vulnerable population specialists to ensure that the project activities related to CTIP, SGBV, and EFM are designed and implemented according to the SCALE project objectives.
  • Participate in annual work-planning processes, contributing technical leadership in the areas of CTIP, SGBV, EFM, and vulnerable populations.
  • Provide assistance within the project team on integrating social protection and inclusion into project activities.
  • Provide monthly, quarterly, annual reports and other reports as requested.

Purpose of Position:

  • The Finance and Operations Manager manages the day-to-day operational, financial, and logistical aspects of the project. Manages the hiring and onboarding of any project staff not already employed by Palladium. Finance and Operations Manager reports to the Director of Finance and Administration.

Roles and Responsibilities
General:

  • Ensure compliance with USAID and corporate policies and regulations.
  • Liaise with the home office’s operations teams to manage and troubleshoot project managerial issues as they arise.
  • Serve as the primary point of contact for auditors, tax authorities, office landlord, and other external clients as may be required.

Budget, Accounting and Financial Management:

  • Monitor vendor invoices and disburse payments with the proper internal controls.
  • Submit field cash requests and manage cash flows in office in a timely manner.
  • Maintain electronic accounting tracking mechanisms, in accordance with the Company’s accounting policies and procedures.
  • Manage field finance and accounting.
  • Reconcile project accounting and provide back-up documentation of all financial transactions into monthly accounting package for Company’s home office.
  • Monitor and oversee project activity budgets for billing and expenses.

Human Resource Management:

  • Ensure the project is in compliance with local labor laws, Company policies and code of conduct, and client requirements.
  • Implement applicable company policies and procedures to recruit project staff.
  • Monitor and manage staff employment agreements in consultation with the Chief of Party and Home Office.
  • Ensure timely submission of timesheets, leave, and necessary approvals. Track used and accrued leave days.
  • Manage employee payroll according to the project policies, statutory requirements for income taxation, social security and other contributions, medical care, insurance and other benefits. Ensure payroll is correctly calculated, with any authorized deductions, and that all salary and other remunerations are paid on time.
  • As necessary, ensure registration of company and employees to relevant social security funds, tax office and other local authorities.
  • Supervise and ensure work conditions are in conformity with regulatory and corporate requirements.

Operations and Office Management:

  • Prepare field office operations manual in consultation with Home Office Operations Team and Chief of Party.
  • Conduct procurements in compliance with government, client and corporate procurement policies and procedures, ensuring fair and open competition and proper documentation, and manage contracts and vendor agreements as required.
  • Monitor and manage business travel for staff including review and processing of relevant travel authorizations, advance requests, expense reports, and logistical arrangements. Ensure travelers follow applicable travel policies. Track and reconcile advances with expense reports.
  • Manage office space including processing of agreements for office space leases, utilities, and services. Oversee inventory management of office equipment and supplies, including updated asset register, and required insurance and maintenance.

Grants:

  • Backstop Grants Manager as may be required.

Position Requirements

  • MBA / Master’s degree in Business, Finance, Economics, Accounting with 6 years of relevant experience, or Bachelor’s Degree with at least 7 years of experience in Finance, Accounting, or other relevant field with an accounting certification (CPA).
  • Prior project management experience, experience with USAID, or similar clients highly desired.
  • Excellent interpersonal skills, including the ability to multitask and motivate subordinates.
  • Demonstrated effectiveness in communicating with clients and project stakeholders.
  • Ability to maintain financial records and prepare financial reports.
  • Ability to take initiative, work independently, and to undertake multiple priorities under tight deadlines.
  • Strong analytical and computer skills.
  • Proven record of consistently outperforming targets.
